If it's been sat a while, could have some plates sticking, so as others have said check plates, can do it without dropping the oil if you lean it over

You can get inserts to replace the originals, and in the original position they're as good as you'll get. Basically they're just a stepped solid bar for each side which you weld in. The shock eye slips over the smaller dia on the stub and there's a threaded hole which you put a bolt into.

He's changing the geometry on the rear end, you can see in the photos where they used to be, unless he is slugging and bracing that tube to withstand up ward forces,,
Not fancying the way he's doing it,,

In are thirties and forties we would think better be careful lifting this and in are fifties and later it's, I'm not fucking lifting that
Though a good way of tricking yourself into lifting them, is try lifting the shafty engines first, make the chain drive ones feel light

It's not that it wants to kill you @Dezzait's just making sure you know who's in charge
Though granted the whole bike twitching just by touching white lines does make me rethink my life choices sometimes

Would be taking the cam cover off check that it's not dry sludge up top if that's clear, give the cams some oily love, change oil and filter run it up to temp and change oil again if you aren't going to do a refresh

My first checks would be,
Remove spark plugs,
Check each plug in ht leads and see if you're getting a spark on all plugs on all leads.
Could be as simple as one plug is fu*ked with it being flooded. Had this myself with new plugs but I'm finding there are a lot of bad plugs out there these days (NGK)
As @wraithsay there are a lot of bad plugs out there at the moment , picked up 12 last week 2 were bad

As everybody has said if its running on PRi and not on rest then it is missing it's vacum pipe pic makes it look like pipe goes to a bracket, but that is part of the throttle assembly
Good news is it runs and sounds like fuel tap is good

Edited to add that there's a guide price page for looms on Rupe's Rewires that's very good in terms of likely cost and what's involved. I would suggest it's pretty much accurate for whoever would do the work unless you have a mate and get it at mate's rates.
Beware of anyone that is too cheap, because you really do get what you pay for
