I renewed the o rings, float valve seats? Where am I looking?

I decided to check how much petrol is in each bowl, only able to get to 1 & 4, surprisingly no.1 had 11ml & no.4 had 37ml! Any idea what should be in there?

Float valves not closing? Plugs are sparking but getting wet

Has anyone fitted the little plastic widgets that keeps the needles straight in their carbs? I'm just wondering if that's why my bike is flooding whilst trying to start it

After checking float levels the bike is trying to start but only downpipes 3&4 get hot
