Stem bearings and clunky front end

Hello

The deal  :

K7 fork on '91 11R frame.

I'm in the teething process of test rides to make sure it's all good.

Obviously i fitted new taper roller bearings during the rebuild

I have tightened it all up to what i believe is correct

I still however have a clunky loose feel on the front end when i push the bike and brake ?

bearings may have settled and need adjusted (tightened)?

bearing deff tight in the seat, not catching on a step on the stem?

nut is clamping on bearing, not at the end of its thread?

jack the front end of the bike up so the wheel is off the ground, grab hold of the bottom of the forks and rock back and forth. if you here/feel any movement then adjust till its gone, then turn the bars from lock to lock to make sure everything is smooth. :tu
