You're overthinking it. Pre 82 bikes didn't have 17 digit VINs, so a decoder won't work
Your DMV will register it. Don't you have a title?
I think you'll find that online VIN decoders are for automobiles

You're just mixing terms compared to me. Agreed, but the vacuum port on the carbs is on the front of #2
The sync ports are on the intake manifolds, not the carbs. And, yes, they do provide vacuum to the sync tool

Are you sure the pods are not blocking the idle air jet in the mouth of the carb?
What brand pods are you trying?

So, when you swapped the plug leads, the problem stayed at #2?
The symptom you describe usually indicates a vacuum leak, you have the vacuum hose on the correct carb port?

What are you going to use to clean them?
You bench sync as a part of the cleaning, then vacuum sync on the bike
There is only 1 vacuum port on the carbs, top front of #2, any other port is a bowl vent

Where are you placing the cam when you measure?
Are you following the factory manual ?

Did you ultrasonic clean before, or after, vapor blasting?
Did you find any residual grit in the carbs after vapor blasting?

You can't tell whether it's the signal generator or the ignitor without testing. The signal generator is easy, the ignitor is tricky
So, work your way from the coils back to the signal generator, or vice versa

Corrosion at that connection and probably many more
Clean every connection and switch before you have a melt down
#2 reason is a bad R/R. Check the voltage at the battery at rest, idle and 3500 rpm. Shouldn't exceed 14.2 V

adjust the valves. Nothing should be coming out the intakes
Simple screw and locknut adjustment.

I was really hoping it would fire up with getting spark back but no luck so many the carbs are fully gummed up. I don’t have a heat gun but you gave me a idea, maybe I’ll take my shop heater and position it close to the carbs. Thanks. Will write back if I get anything figured out haha. I haven’t cleaned carbs before so this should be a good learning opportunity.

The link is for a trove of GS knowledge. There should be a factory service manual and see the tutorial for BS carbs. Since you're in CAN and can't get good dips, you can use an ultrasonic cleaner

True, but if the rotor came apart, it wouldn't be in nice round bits.
Plus, that would likely lock up the crank due to all the debris stuck in the rotor/stator

Do the Quick test
At the battery, measure:
1. Key off voltage
2. Starter button pressed voltage
3. Idle voltage
4. Voltage at 4,000 rpm
Also, did you clean all of the electrical connections and switches? They corrode and will cause voltage drop and heat build up.

The GS Resources. They have a Meetingplace forum that has various rallies and meetups posted. Or, post one yourself.
While this site is more about mods, GSR is more about repair and riding. Lots of daily GS riders there
Also, the Vintage Suzuki owners page on Facebook. They host a ride at the Dragon and a meetup at Barber Vintage
Sadly, the Suzuki GS Owners page on FB is crowded with people needing to post, regardless of experience, although there are a number of knowledgable people there
There is nothing like OSS I've found in the States
