1983 KATANA SPEEDO GEAR WHEEL DRIVE NOT SPINNING-REBUILD?

My speedo gear drive on front wheel does not spin anymore...took it partially apart to clean.

Can anyone offer experience on how to rebuild and also how to remove rubber seal and spinning shaft that connects to speedo cable?
