I had a 250E slabside, same engine I believe, and it would hold 75mph all day and maybe touch 80mph with a tailwind. That was on standard carb settings, airbox & filter and twin exhausts with collector box. A 2-1 exhaust put a noticeable hole in the midrange but it still pulled through it and on to 75-ish. I would be looking at your filter - jetting - exhaust set-up.

My EF, as bought, had a resistor in line with the redundant battery sensor. I assume it fools the magic monitoring light box so it doesn't trigger the battery warning light. My old bike didn't have that and the light was on permanently after I changed the battery. Can't tell you the resistor value at the moment as the bike is stored at my brother's but I can check next time I visit if needed.

YSS do a shock to fit, bolts straight in and seems well made. Sorry I don't have the code, I can find it on the work pc maybe but you should find it listed on their website or a bay of e search for GS1150/GSX1100EF. I seem to remember bolting a Hagon into my previous EF without any problems too.
Either will improve the handling over the 35-year old original bouncy spring, as would the 2x4 mentioned above
