from what i can glean from the interweb, the "jet" they show in pic 2 is a press fit rather than a screw fit but can't be absolutely sure.
Your assumption it's a left over from a previous rebuild seems a good shout.
Sure someone who's worked on these will be able to sort it for you.

isn't that a float bowl sealing wotsit?
when the float rises the rubber bit jams in the fuel feed spigot stopping any more fuel.

i was wondering about the frame, couldn't work out if it was missing originally but looks to be welded one end, looks good though as does the build.

do you have a spare solenoid to try a different one?
if not you could disconnect your solenoid (the switch part, not the start button circuit) and check that it's either the solenoid circuit or the button circuit.
I'd plump for checking the solenoid with a DMM as the button circuit is control current, not high current to switch the fuck off starter motor cabling.
