Cut and shut steering stem, safe or not ?

Not with a slingy stem you didnt, the bandit 6 and 1200 stems are about 20mm longefR Than a slingy one ,  i have sevseal of both in the shed i can measure. All of the 20 or so usd slingy front ends ive fitted to bandits have had stem change:tu

Do you really think the upper and lower bearing seats in the frame are within a thou of each other?

don't know what the actual acceptable tolerance is - aligning two bearings without any side load binding does need an accurate alignment - no issues though - cut n patch-  you just run the stem  up on the lathe - tack n tap - job done -  principle remains - is this an option - yip but keep a canny eye on it for straightness
